Reel in the fun at Fellsmere Water Management Area

The Headwaters Lake boat ramp at Fellsmere Water Management Area is well-frequented by anglers and boaters alike.
Located in Indian River County, the Fellsmere Water Management Area (FWMA) is known for its world-class bass fishing. At the same time, this essential St. Johns River Water Management District property plays a crucial role in safeguarding the area’s water resources.
As an important component of the Upper St. Johns River Basin Project, FWMA provides additional water storage and treatment, attracts migratory waterfowl and endangered wildlife species and reduces freshwater discharges into the Indian River Lagoon. In partnership with the Florida Fish and Wildlife Conservation Commission (FWC), the District successfully enhanced 10,000 acres of wetlands and open water at the headwaters of the St. Johns River. FWMA is now renowned for its well-maintained and diverse aquatic habitats, providing ideal conditions for fish and wildlife.
Anglers from across Florida and the southeastern U.S. are drawn to FWMA’s Headwaters Lake, a premier bass fishing destination that opened to motorized vessels in 2020. From the boat ramp, boaters can navigate through a channel to reach Egan Lake, a large open water body also known as the Fellsmere Reservoir or, as the locals call it, Headwaters. For canoe and kayak enthusiasts, the Fellsmere Grade Recreation Area, also known as the Stick Marsh parking lot, provides a designated launch site for paddlers.
“Fishing and boating are the primary draws at Fellsmere, but it’s also a fantastic spot for bird watching,” Land Manager Jonny Baker says. “Endangered snail kites can be seen on the property, along with great blue herons, snowy egrets, roseate spoonbills and various migratory waterfowl.”
Visitors can also enjoy biking, hiking and fishing along the many miles of levees. A trail on the west side of the property connects to the Blue Cypress Conservation Area. Seasonal waterfowl hunting is allowed by permit on Fellsmere Area 1, while Blue Cypress and Stick Marsh are part of the Upper St. Johns River Marsh Wildlife Management Area. All hunting is regulated by FWC.
